What does: ½ cup water and
¼ cup granulated sugar and peel from ¼ orange, julienne

mean? I've seen this in other PF Chang recipes on this site.

Ingredients:

1 tbsp vegetable oil
2 tbsp minced garlic
4 green onions, sliced
1 cup tomato sauce
½ cup water
¼ cup granulated sugar
2 tbsp chili garlic sauce
1 tbsp soy sauce
