Sweet & Spicy Texas Chili

I went to a chili cook-off years ago that had a chili that was spicy, yet sweet, and made with very tender steak. It sounds like a Texas chili but I haven't found any recipes that are SWEET & SPICY. Anybody have such a recipe? Thanks!
