Burrito Bites

1 can rotel
1 c. instant rice
1/3 c. water
1 green pepper (diced)
1 1/2 c. canned whole corn (drained)
2-3 c. shredded cheddar-jack cheese
1 can refried beans
10-12 flour tortillas
1 1/2 c. salsa

Preheat oven to 350.
In a medium saucepan rotel, rice and water. Bring to a boil. Reduce heat and simmer 1 minute. Remove from heat and let sit 5 minutes or until all liquid is absorbed. Sir in pepper, corn and 1 1/2 cup cheese. Take tortillas and spread about 2.3 tablespoons beans over each totilla to within 1/8 inch of edge. Layer rice mixture over beans. roll up. Place seam side down in baking dish that has been sprayed with a non-stick cooking spray. Cover with foil. Bake 25 minutes. Cut tortillasinto 4 pieces and place on platter. Top with salsa and remaining cheese.
